I was born in 1966 in Ardahan/Çıldır, a city in the eastern part of Turkey, as a child of a family that migrated from the Gence-Borçalı region in Azerbaijan-Georgia. In the 1984 exam, I won a spot in the Public Finance Department at Gazi University in Ankara, Faculty of Economics and Administrative Sciences. In 1985, I transferred to Marmara University, Faculty of Economics and Administrative Sciences, Department of Public Finance, and graduated as the top student in the Department of Finance in 1988, ranking 11th in the Faculty. In 1997, I studied at the National Security Academy (NSA) during the 2008-2009 term at the 'Spring International Language Center' in Denver, United States of America, and graduated with honors from NSA. During my NSA education, I conducted scientific studies on important topics such as the Transboundary Waters Issue and Oil Problem.

I am also the author of chapters in various books, including ''Principles of Profit Distribution and Reserve Funds in Corporations'' (Law in the Information Society, in Honor of Ünal TEKİNALP, Volume I; 2003) and ''Non-Traded Corporations' to the Public Offerings'' (Muğla University Faculty of Economics and Administrative Sciences Discussion Papers Series II; 2004).
Since 1992, I have published numerous copyrighted articles in nearly thirty magazines, newspapers, and blogs in Turkey, as well as Turkish compilations and translations, all in English.
I joined the Capital Markets Board (CMB) in 1988 and have held various positions within the organization, including Assistant Specialist, Specialist (third in the proficiency exam), Chief Specialist in different departments, Department Head, and Advisor to the Chairman of the Board. I have also served as a member of the Privatization Administration GSM 1800 Licenses Valuation Commission and participated in sub-working groups of the Tax Council of the Ministry of Treasury and Finance. Currently I am working in the CMB Research Department as a Chief Specialist
